Would the space station be considered DX if you talk to someone actually on the station.. not through the repeaters.??

Not aeral mobile..... I say.
Everyone seems to think that ISS would simply be aeral mobile and as such is
not qualified. I say it should be, it is after all a place where people live,
it never lands... unless it blows up first... so if not why does the moon qualify? There seems to be agreement that the moon would be treated like an
island and there for a DX entity. Hmmmm... So why is ISS not the same as the moon (when humans land there again and make amateur contact)..??
